VP PROGRAM MANAGEMENT & CONTRACTS
Mr. Fowler joined KTS as Vice President of Program Management & Contracts in August 2013. As Vice President, he is primarily responsible for the execution and management of ongoing programs and support. Additionally, he is responsible for contract development, initiation and management. Mr. Fowler is intimately involved in the all facets of developing and delivering KTS products and services that meet customer expectations. Working closely with customers, stakeholders and partners, Mr. Fowler ensures KTS solutions support the customer and ultimately the Warfighter in overcoming the challenges faced on today’s battlefield.
Prior to joining KTS, Mr. Fowler served in the U.S. Marine Corps for 20 years transitioning from active duty as a Lieutenant Colonel. As a Marine, Mr. Fowler served as an aviator (CH-53E), Contracting Officer and Program Manager. Key positions while in the Marine Corps included Marine Aviation Training Systems Integrated Product Team Leader (IPTL) (PMA-205), V-22 Joint Program Office Program Integration Lead (PMA-275), H-53 In-Service IPTL (PMA-261) and Operations and Executive Officer and instructor positions in tactical fleet squadrons. Throughout his career Mr. Fowler has had the opportunity to work with and lead outstanding teams of individuals; overcoming tough technical and financial challenges to deliver capabilities to the Warfighter.
Mr. Fowler holds a Bachelor of Science in Applied History from Carnegie Mellon University and a Master of Science in Management from the Naval Postgraduate School. He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified in Program Management and Contracts as well as a Certified Professional Contract Manager (CPCM) through the National Contract Management Association (NCMA). His military personal awards include the Meritorious Service Medal (3rd Award), Air Medal (8th Strike/Flight Award), Navy and Marine Corps Commendation Medal (3rd Award) and Navy and Marine Corps Achievement Medal.
